Played in a PBE game where a player was able to exceed the maximum cap of champions and proceeded to steamroll every person he faced. This has happened two games in a row.

Not really a bug. With force of nature item you can easily surpass the shown slots. Riot just didn't expect you to get that far

You would have to get a lot of spatulas to get 14. More than likely he abused the bug where you get your bench full and the carousel pick goes on the board instead of your bench. This is very easy to abuse and win games, it needs to be fixed.
