Forums are FUBAR, not letting me post for an invalid reason

I know this doesn't belong here, but I can only post here. I can't post in general, memes, event finder, or ask the community, or report a bug, or ANYWHERE ELSE. So I'm posting this here...

The "Create a Discussion" button simply doesn't appear for me on every other forum, and I can't comment on existing threads because the reply and comment text-boxes are blackened out with a message that reads "you must be level 7".

I'M LEVEL 26, and I've posted on the forums in the past!

If I'd broken any rules or been banned, the message wouldn't read "you must be level 7", so what's going on?
