Lucian missing from roll table

I've played three games today so far where I picked Lucian as my first champion, and of those three games Lucian has not appeared in the roll table for any player. Two of the three games I was able to purchase Lucian from a re-roll only late-game and after someone else had sold him from their carousel win. I've checked the boards for all other players and their rosters were also without Lucian either on or off the field. Zip. Nadda. Zilch.

tl;dr- Lucian is MIA. Have you seen him lately outside of the carousel?
