TFT Mallet on Ashe glitch?

Normally when I used a item with the spatula to change a class of someone but it already has that class, it gives it back to be placed somewhere else. I went to do this on an Ashe with a Frozen Mallet but it didn't give it back. Anyone else have this issue?
