Basically, the title. When turning vayne into a berserker the cone DMG effect doesn't apply vayne's silverbolt stacks. (Even though tool-tip for berserker says applys on-hits same as runaan's and runaan's will apply silverbolt)
Porglit2 votesI don't know that this is a bug. Her effect isn't a simple on-hit effect, but applies only to the target she autos. 
essentially gives her a second auto, so we should expect them to interact differently.
