Singed causes melee units to not attack

Occasionally an enemy Singed causes own units to not attack. They start attack once Singed reaches their melee range.

Hexes might be involved, because it happens to me with a Yorick on an Inforno Hex and as seen in this clip to a Master Yi on a Cloud Hex.
