Immovable Mouse for Ping Wheel

I'm on Mac. When I press F9 and unlock my window, I can option click to bring up the quick ping wheel. But my mouse becomes completely immobile. The arrow disappears and won't let met drag to select in any direction. It works fine in locked window mode just not unlocked mode.
