Built Frozen Mallet on Voli and it stayed on him instead of jumping off

Got a Voli with Golden Spatula from carousel, then put an already-completed Redemption on him. Then put Giant's Belt on him to make Frozen Mallet, which should jump off of him because he's already Glacial, but instead it just stayed on him.

I'm assuming it has something to do with putting the already-completed item on him before completing the Spatula item.
