Built Frozen Mallet on Voli and it stayed on him instead of jumping off

Got a Voli with Golden Spatula from carousel, then put an already-completed Redemption on him. Then put Giant's Belt on him to make Frozen Mallet, which should jump off of him because he's already Glacial, but instead it just stayed on him.

I'm assuming it has something to do with putting the already-completed item on him before completing the Spatula item.

No item can detach from a champion. The only way to retrieve an item is to sell the champion.

That's not true. The spatula items jump off of a champion if they already are the class/origin the spatula is trying to turn them into. That's why the above was a bug, since Voli is glacial, Frozen Mallet should've jumped off him as soon as it was built.
