changed the fps to 60 one time and now its stuck

i was playing league and changed the fps to 60 just to see if it would perform better because my screen is 60hz and when i changed it back to uncapped it stays at 60. i checked all the in-game setting and my graphics settings and should be back at getting 175 fps yet here i am with 60. i initiated a full repair uninstalled and reinstalled the game only to have the same issue. my pc is completely optimized and i have xbox setting completely removed from my system so thats not the issue. if any one has any ideas id be greatful.
