Guinsoo's attack speed resetting on Nocturne. No items on opposing team's that reduced attack speed.

I had & on . Right away i noticed he's attack speed ramp up, but soon after slow down. the next round i right clicked in order to have hes stats showing the entire round. Sure enough as soon as his attack speed hit 3.5 it would reset to 1.19 which was the base attack speed with listed items. Once again no champ on the other team had items to reduce attack speed. Round after round i watched this process repeat. Even if stunned he's attack speed should not have reduced.

Anyways maybe I am missing something that would cause this but as far as i know it looks like a bug. Was just a normal match and not a big deal but thought it maybe something needing reporting in order to get patched.
