Shen Dodge and Draven Axe Interaction

When Shen is using his ability in TFT he does not dodge any Draven blades. Is this an intended effect? Shen is dodging all other character attacks but fails to dodge any autos from Draven- they were connecting with what seemed to be full damage. My 3 star Shen had both a dragon claw and a frozen heart and it felt that no damage was being mitigated by these items. If this is an intended effect- it should be more clear that Shen dodges all attacks except for Draven axes....
