There is only 5 shapeshifters in tft and its not possible to make a champion shapeshifter with spatula but it requires 6 champions to get 120% health on shapeshifters boost.

Nor is it possible to get 6 gunslingers. It's not a bug, it's preparation. They have prepared for new champions to enter the game without putting the champions in yet.
