loss streak gold not granted at beginning of creep rounds (intended?)

[Loss Streak Gold] - missing loss streak gold

loss streak gold(and presumably win streak gold) not granted at beginning of creep rounds. Is this intended? 
Because if so the streak indicator tooltip should mention that only pvp rounds count toward streaks.
