Runaan's Hurricane doesn't work for the first half of rounds sometimes

Sometimes the "ball" that shoots the bolts doesn't spawn and then half way through the fight, it will appear. It happened on Kog'maw, Ezreal, Warwick, and Olaf so it doesn't seem to be champ specific. I had 2 hurricanes on Kog and only one ball spawned. It happened on and off elemental hexes.

My comps were a combo of woodland, glacial, electric, lunar, berserker, warden.
