Evelynn not casting ultimate when equipped with RFC
While Eve has 100 mana and she stays further from target, because of RFC range advantage, she won't cast ultimate, unless target walks closer to her.

That is not a bug, she isn't supposed to cast ult till she is within range of something, but because you put RFC on her she isn't going to walk closer to anyone.
