League Not Closing second Window

So when I play League, after champion selection my game will load in a second window to actually play the game in. Since this new patch, I'm noticing that when my game is finished, after I've honored people, it acts like it closes this extra window and I'm able to "play" again, but yet when I try to accept a new match, or change my runes, it does not allow any changes to be made and I have to kill league with task manager. When I kill the program its like this second window goes away, League doesn't close, and I'm then able to play and input commands as normal.

Is anyone else having this issue? I recently got a new computer, but I highly doubt its the issue as I've played several games of league on it without issue before yesterday (12/10/2019).
