Carousel Cheat
I don't believe it is fair that if a bench is full, the carousel champ chosen gets to play right away. I faced a guy that was level 6 the other day and he had 9 champions on the board.

I don't see it as a very big deal, as soon as you make any change to your bench the(or a different) character moves. And you cannot make any changes to your field while you're above the threshold. Honestly, if someone can actually use this to their advantage, it would be so situational that I would consider it a skill, because the handicap that it causes is massive.
Also, if he was level 6 with 9 champs then he must have had 2 FoN. Unless you're saying that he didn't make any adjustments to his field for 2 whole carousels, and if that's the case, then that guy was already so far ahead that this wouldn't have made any difference.
You can't move anyone already on the board at all, and you can't sell or combine any champs. This locks you in place, and is a severe enough disadvantage that you'll very likely want to break it before very long.
Also, there aren't many other options. They would have to add an extra spot to the end of the bench specifically for extra carousel champs (which honestly I think is a good idea), but until something like that gets added, it is what it is.
Unfortunately MOST players use this glitch/cheat and Riot have to take a position on that. Having even one champ more is always a benefit, especially at the beginning.
Um when this happens to me I can't do anything with the bench or my board. How does that person have 3 extra champs using this method if they can't buy, sell, or combine champs?
