I log in to a frozen screnn

Every time I log in, as soon as the game loads. My screen goes directly to three champions where you can see there abilities and select one. Then you would select ok so that you can continue on to a battle or whatever comes next. However, it will NOT allow me to select a hero or even look at there abilities. Which, in turn, has left me unable to continue on, in ANY way. I have uninstalled, reinstalled, AND installed the hextech repair tool. NONE of these things have worked and I am beginning to believe I will NEVER be able to play again!!!! PLEASE help, anyone, in any way you can....
