Nobles bug where there the buff is not applied

There is a currently a bug i'm experiencing with noble buff especially when I have Fiora, Garen, Vayne, and Lucian. I do not get the (1) random ally buff on any of them. When I place the nobles on the board, i can tell its bugged because it doesn't get the shield animation.

Is anyone else experiencing this? This bug is the make or break of a team fight and its frustrating to not get it and lose with no way to fix it in game.
