3 noble buff not working

3 noble seems to have a chance of not applying to any unit. for example on the first match, I have Garen Fiora and Vayne, the buff will randomly pick one of them. however the next round I level up and gets a Lucian Garen Vayne and tris, for both noble and gunslinger buffs. but I will not receive a noble buff on any of my units.
