Attempting to reconnect! 100% packet loss! HELP!

Hello! I come from another server! I've been having this problem non-stop for months now, and it seems nobody knows why it's happening! I have sent tracert logs, tried disabling antivirus, deleting VPNs, contacting my ISP and nobody knows or thinks it's their problem! I'm stuck here with no way of playing League consistently because I fear I'll just stay perma-cc'd by the packet loss and end up losing games. Does anyone know a reliable way of fixing this problem?
