Force of Nature active on the bench

I built a Force of Nature on my Shen, when he was still on the Battlefield. Afterwards, I replaced him by Garen, but retained my increased team size. The photo shows me being level 8, having 9 heroes on the board and Force of Nature on Shen on my bench.

I think, items are generally not supposed to work on the bench, right?
