Visual Cursor Bug

I keep getting an issue where my cursor turns into a mess of black pixels and it makes it very hard to see where Im pointing. I've had this issue for many months and it only seems to happen when I play LoL. This issue also persists outside the game and only gets fixed with a computer restart.
