Looking for multiple Duo friends to form a party group. Goal is to rank past ELO Hell

So long story short, last season I was a gold 3 player and looking forward to playing. I left for work for two months, and my little sister decided that she wanted to try out LoL. Which would have been fine had she not played ranked the entire time. When I got back from my two month trip, the new season had started and I was ranked in Bronze....with a 20% win ratio.....and so now I am stuck in stupid player Hell. No matter what I do, or how well I play, I lose because of stupid team mates who dont know how to play. I consistently go 5 or more kills and a turret before my first death, and am very objective minded as a player. I dont like to play with negative people (usually that kills the fun of the game and causes losses more so than wins) Though constructive criticism is always helpful I am a jungle main, but I can play pretty much any position relativity well. My goal is to get a group of people, who are bronze, silver, gold, whatever, who play 3-8 games a week give or take, and rank up back to gold or higher. If you are interested, let me know.
