Are you able to change just the ingame sounds and not alter your client?

I was curious if I could simply change the ingames sounds (announcer, champion voices, etc.) without having to alter my client in champ select because I had changed it before, but, the champion list had gotten swapped around due to the different language and it was just confusing trying to find champs once they were all mixed up.
