How do you mod sound files?

Howdy all,

So with the upcoming release of kalista, i saw her sentinels that scream when they find someone and thought that would be perfect to change that to the Metal Gear solid Alert symbol http://www.youtube.com/watch?v=2P5qbcRAXVk This sound. Anyone know what to do or where to go to find out?
