Polls (unofficial ones mind) have been done about this in the past and the general agreement is people don't want ingame voice. Here are the basic reasons:

  1. It's impossible to monitor. You can be as toxic as you like in audio and no discipline will come from it simply because it's impossible to review the audio. Sure Riot could theoretically save the audio files from reported games, but do you have any idea how big an hour-long decent-quality audio file is, multiplied by the number of reports Riot gets daily? They'd be swamped.

  2. It's usually annoying. Everyone that's played a game with widespread VoIP remembers the types of people that shouldn't have access to voice chat. Whiners who complain about everything. Wannabe DJs filling the chat with crappy music. Trolls and other toxic jerks. Backseat generals who point out everyone's mistakes but their own. These people often get muted.

  3. It enables and encourages prejudice. I've played other games with built-in voice, and you wouldn't believe the way some people will go off if someone else in the party speaks in voice and turns out to sound like a BFF - Black, Female, or Foreigner. This often winds up enabling toxicity as opposed to reducing it, especially if you have a female in voice with a wannabe pickup artist or two foreigners from the same country in voice speaking their own language among a bunch of English-speakers (especially Americans).

  4. It's not cost-effective. This is more of a corporate viewpoint, but still valid. Riot doesn't have an existing VoIP infrastructure; they'd need to develop one specially for League. That's expensive stuff, especially if they want to do it well. Time would need to be spent developing the feature, money would need to be spent renting servers and purchasing bandwidth to accommodate it, time would need to be spent maintaining it and upgrading it, and all for a feature maybe 10% of the playerbase will ever really find value in. It's just too expensive for what it brings.

tried it with randoms in curse voice, people are still toxic and it's even worse over VOIP

This would be unnecessary. If people want to talk to each other in game, then use Curse. It's practically the in game mic for league as is.

Voice chat is not a terrible idea at all. People think just because people can troll or be annoying or be toxic that's a reason not to include voice chat. But people already do that in the chat box so what makes this any different. The answer is this simple: mute them the same way you mute people in regular chat. There is nothing wrong with a voice option. Best case scenario people will actually be able to coordinate with their teammates in ranked matches, which is needed. Worst case scenario is people will have to click the mute button slightly more often than before.

Already exists with Curse Voice.

I LOVE using this feature, it makes my games go so much more smoothly. I only had one negative experience, and I wasn't even the one that started it. I duo with my boyfriend a lot and he talks a lot of crap ingame, so of course he did it on CV, so he instigated the other guys and they targeted both of us.

It would especially be good because then just as the stupid Chat Restriction could be lifted in place of you just clicking the Mute button like any average computer game would let you do...you can have the option to mute their voice and then walah! No more need for restrictions! Because I swear someone at the company is constantly muting me by force instead of the players in the match choosing it...
