Skin specific Announcers (like GP pirate announcer)

RITO PLS. Certain skins should have a similar effect as picking GP right now, just with appropriate announcers.

like if you pick Pool Party skins either a total surfer bro announcer or a Lifeguard with appropriate references. ie surfer bro: WIPE OUT (shut down) or Radical (rampage) or the Lifeguard: POOLS CLOSED! (ace)etc.

so picking winter skins gives us a santa esque announcer, or picking a sports themed (world cup/olympic/esports) voice gives us a shoutcaster.
