Go into your League of Legends folder: C/Riot Games/League of Legends/RADS/projects/lol_air_client/releases/0.0.1.155 (doesnt matter the exact number)/deploy/assets/data/sounds/ambient/ChmpSlct_DraftMode.mp3
Once where, replace it with your song (download at http://www.youtube-mp3.org ) and rename it to ChmpSlct_DraftMode. Hope this helps!
You can do this with many other ambient sounds in the game! Just make sure you know what you are doing and always make a backup in case things go sour.
