I think that no remixes was simply stating that in game the songs will always play in the stated order.
i dont see why Riot cant give you them stems though either. the only problem that could be faced is a level of copy right and mental property litigation may or may not require your finished and presented work to either disavow all affiliation with riot and the original producers or make it so that it is in fact property of the two aforementioned while still retaining your name.
sounds like a hassle that may stop it, but otherwise, i would look forward to the remixes.

if you do some envelope work on the mp3s you could produce your own stems. its rather tedious, and requires a good ear, but, time and effort go hand in hand with an outstanding production
