Also its because the team that makes skins and the team that does reworks are two different teams. they aren't really sharing all that many resources, so they kinda work independently of each other.

With how the story behind eternum is going morde could have a legendary skin where everyone he kills while they are ulted turn into an eternum version of themself? It seems like it would take way to much effort to make that skin though, maybe even make it an ultimate if they ever thought of that
