Patch 7.21 notes
Greetings, Summoners,
Welcome to patch 7.21, the last one before preseason starts in earnest. We’ve got a lot a big changes coming down the pipeline that will shake up the game, so this patch is a bit on the smaller side. That being said, we’re hitting a few outliers and looking to make playstyle changes to a few champions.
A few tanks - Galio, Sejuani, and Rammus - are sitting at far too much baseline effectiveness. We’re bringing that down, and in Galio’s case, giving him a bit more scaling to play with. We’re also taking a look at two juggernauts - Udyr and Urgot - and looking to give them a more reliable late game. Finally, we’re tweaking some items that have either dominated the landscape (hey there, Ardent Censer) or been underwhelming for awhile.
Next patch brings Runes Reforged, and with it will come a ton of change, but for now get out there and enjoy the last patch of Season 7!
Cheers,
Mid-Patch Updates
10/31/2017 Lobby Updates
These upgrades will be activated some time during patch 7.21.
10/26/2017 Galio Hotfix
We intended to buff a more aggressive Galio and he's certainly stronger after the changes. However, while we had thought that the new Galio would build some ability power on top of building tanky, we've seen a lot of glass cannon builds. As a result, his damage is far higher than we foresaw, and it's warping his gameplay by not allowing opponents any time to react, let alone wait out Idol of Durand and kill him back.
Q - Winds of War
10/26/2017 Bugfix
- Fixed a bug where the raptors had higher health than expected.
- Fixed a bug where Ancient Krug spawned with less attack damage than intended at level 3.
Patch Highlights
If you’re following our Facebook page, this video should look familiar. We figured we’d see what happens if we put it in the Patch Notes, too!
Champions
Azir
Q damage reduced at later ranks. Soldier damage reduced at later levels.
We’re happy seeing Azir succeed across a wider skill range than “only the best,” but now that everyone’s had time to acclimate to the Emperor’s new moves, it’s apparent his damage is a bit high.
Q - Conquering Sands
W - Arise!
Soldier damage unchanged from levels 1-5, reduced by 5 thereafter.
Ekko
Passive damage to monsters increased.
We’re okay with Ekko going jungle when he does so in a healthy way (read: as an assassin, not a tank). However, when we last changed his passive we made it a tad harder for AP Ekko to succeed in the jungle. This change comes to make Ekko a bit more viable in that role with as little risk as possible to his solo laning characteristics.
Passive - Z-Drive Resonance
Galio
Q and E base damage decreased. Passive, Q, W, E ability power ratios increased. W physical damage reduction decreased.
We’d like to give more room for Galio to play aggressively and be rewarded for high impact plays. After all, we’re talking about a gargoyle who leaps across the map and justice punches his opponents. Upping the AP ratios on his abilities gives daring Galio players more room to show off their skills, but in exchange we’re trimming some of his baseline effectiveness. With less base damage and lower durability against physical damage, he might not be the priority pick we’ve seen in pro play, but he’ll have a clear niche in solo queue.
Passive - Colossal Smash
Q - Winds of War
W - Shield of Durand
E - Justice Punch
Gangplank
Q gold on kill increased.
The scaling pirate isn’t grabbing the gold he needs to get ahead, so we’re pushing a few more doubloons at him.
Q - Parrrley
Rammus
W % armor bonus increased at later ranks. W flat magic resist and % decreased.
Rammus was shaping up to be a tank of all trades, so we’re resharpening his identity to be more oriented against teams that rely heavily on physical damage—as originally intended.
W - Defensive Ball Curl
Sejuani
Innate armor and magic resist reduced but passive grants more at later levels. Passive shield duration and cooldown better early, worse late. E base damage reduced.
Sejuani’s a bit too hard to kill, even when her frost armor’s down. She’s… a tank, so we’re not looking to make her squishy, but a few adjustments to Sej’s base stats and Fury of the North are in order. She’ll be roughly as durable as ever while armored up, but easier to take down after her passive’s fallen off. We’ve also standardized the duration and cooldown of her shield to make it easier for opponents to reliably play around Fury of the North’s protection.
Beyond durability, we’re also lowering the damage Permafrost deals. Most of Sejuani’s damage against frozen targets comes from attacking them after they’re iced, so the freeze damage itself doesn’t need to be quite as chunky.
Base stats
Passive - Fury of the North
E - Permafrost
Udyr
Attack damage per level increased. Tiger strike scaling total attack damage ratio increased. Phoenix strike ability power ratio increased.
Udyr is pretty far away from where we’d like to see him, both as a champion and as a juggernaut. We don’t think this solves his problems completely, but we want to do something so that picking Udyr doesn’t always feel like the wrong decision. Dialing up his late game damage scaling should help Udyr feel worthwhile when he does manage to get on—and stick to—the right targets.
Base stats
Q - Tiger Stance
R - Phoenix Stance
Urgot
Passive damage decreased at early ranks but cooldown decreased at later ranks. Q detonates more quickly.
When Urgot succeeds, we feel like he’s in a pretty nice spot, but he’s not hitting that mark often enough. A lack of reliability on Corrosive Charge and Fear Beyond Death is putting too much burden on Urgot players and not enough on his opponents, so we’re sharpening those mechanics. We’re also giving his legs shorter cooldowns in the late game but less damage early on to shift some of his power out of lane and into teamfights.
Passive - Echoing Flames
Q - Corrosive Charge
R - Fear Beyond Death
Bugfixes
Xin Zhao
Xin Zhao’s been faring well since his recent ability update. We’re sprucing up his recommended items to better advise aspiring Seneschals.
Items
Ardent Censer
Attack speed and on-hit damage reduced.
Ardent Censer has been making waves (and winds) in bot lane for some time. For enchanters’ purchasing decisions—and as a result, the support landscape—to remain robust, this item needs more clear points of weakness. These changes make Ardent Censer weaker early on, so rushing Ardent Censer won’t always be the best choice for enchanters.
Frozen Heart
Armor increased.
Frozen Heart has been outshined by other tank items, with Thornmail, Randuin’s Omen, and Iceborn Gauntlet all occupying nearby niches and crowding it out. We’re honing in on its strength as the pure armor item to give tanks more reasons to opt into it.
Tear of the Goddess
Stacking effect can now occur up to three times every 12 seconds.
Stacking Tear often incentivizes odd behaviors, such as using abilities while simply walking down the lane or standing still at the base. We want to make it easier for Tear to be stacked when you’d already be casting abilities, such as lane trades, teamfights, farming, and so on.
Editor’s Note: I’ve seen things you people wouldn’t believe. Mystic Shots fired at the shoulders of Ornn. I watched Overloads glitter in the dark near the Base Gates. All those abilities were lost in time, like Tears in rain. Time to stack.
Manamune
Mana per stack increased.
Read Tear of the Goddess context!
Item Pings
We’re adding some useful information to a few item pings!
Tear of the Goddess, Manamune, Archangel's Staff
Duskblade of Draktharr
Rotating Game Mode
Doom Bots of Doom
Team up to overcome the cursed Doom Bots of Doom and their evil overlord before everything you love and cherish is doomed. Doom Bots is available from 10/26/17 at 12:00 p.m. PT - 11/7/17 at 04:00 a.m. PT.
TL;DR:
- Overcome the Doom Bots’ EVIIIIIIIIL curses—stasis, warping, windwalls (and more), oh my!
- Survive and defeat the devilish little horror behind it all. Hut, two, three, four...
Client Settings
We’ve turned off the ability to turn off the client while in-game. The gains from that setting have been made redundant elsewhere (LCU), and the increased time in client booting up after a game is resulting in players missing honor voting and the end of game chat.
Upcoming Event

I've gotta hand it to you, Riot. This was awesome. Made my day. Sometimes this company is really cool. Haha
Signed in just to upvote this*[sg-jinx]* , though I have to ask where you saw this? I can't find it
That feel when Katarina gets her second Halloween skin [sg-lux-2]
Who remembers when riot changed frozen heart from 100 armor to 90 and all they said was "you're still going to buy it"? What a joke, out of touch and hella late as always riot.
Wow Katarina gets to join the 10 skin club!!! Meanwhile... Heimerdinger: Hazmat Release Date: July 14, 2014 (5) Jarvan IV: Fnatic Release Date: Sept 25, 2014 (6) Rumble: Super Galaxy Release Date: April 3, 2014 (3) Shen: TPA Release Date: May 24, 2013 (6) Swain: Tyrant Release Date: May 23, 2012 (3) Urgot: Battlecast Release Date: March 15, 2012 (3) Evelynn: Safecracker Release Date: Nov 28, 2014 (4)
Yeah, was just talking about this with a friend the other day. It is triggering
Urgot and Evelynn basically got all new skins because of their reworks.
Same with Shen, but I'd still like to see something tossed their way. Enough with Kat and Yi.
Can I please have a new Taliyah skin now

As one of exactly three ekko jungle players in NA, I approve of these changes.
At the time of this reply being posted, those three ekko jg players were also the only upvotes on this comment
As a former Ekko jungle player, I'm happy to bring the pool back up to 4
Make that 5 I played Ekko jung on a while ago felt it was lacking some jung clear this is what we need XD
Thanks for the nerf on
, Ty rito I love you
This isn't a nerf fam, it's a goddamn death sentence. It's completely useless now. Its max dmg is now what its base dmg was originally? Are you kidding me?
we never bought it before the mega buff, just build like you did before and the insane late game adc meta will go away
It's still worth building, just not rushing as a first buy. And quite frankly, it was absolutely busted for the longest time. Ruined the entire ranked season. I thought Riot was going to learn their lesson on fixing broken items ASAP after the assassins buildimg SV/SFC/IG fiasco from last year but it seems there's too much bureaucratic inertia in this company.
ardent censor had been the same item it had been for months since january (7.2), until it was getting popular over the summer. the reason for that was because of ancient coin changes in june (7.13-7.14); it buffed enchanter supports, and they could get a crap ton of gold for minimal effort. then they (janna players) figured out that ardent censer could be bought that much earlier, and it would give your adc a giant boost over the enemy at early levels.
people kept crying about ardent censer, but it was ancient coin that enabled it.
Pls dont keep the client on while the game is running. It's going to make so many computers including mine lag so much D:
Yep rip
Lul the potato mode
Yeah this is dumb. My frames are gonna drop by ten. Please rito. We poor.
Im confused... releasing three new skins and in just one month they become "legacy skins"?
Holiday and event skins typically are legacy, and are only available during the relevant time of the year. The Deathsworn skins are this year's Halloween skins.
[deleted]
Looks like crap.
agreed, holidays used to be riots best skin bundles time. halloween and christmas especially...wtf are these "deathsworn" skins? looks like a bunch of knock off diablo 3 expansion skins
I was referencing someone's spam ad post, but sure.
So Ardent Censer was only really noticeably strong in the early game. Rather than make other enchanter items competitive with it, or, I dunno, reduce its values but give it some form of effectiveness scaling with Heal/Shield Power (e.g. current Redemption's active), it's instead getting gutted so that it's not actually strong at any point.
Sigh.
Deathsworn Nocturne?????????????
[sg-lux-2]
Riot generally doesn't release new skins for champs they are planning to rework. Nocturne is in that pile of champs.... somewhere.
This makes sense, because we haven't seen recent skins for Nunu, Irelia, Skarner, Jarvan, or Jax, and Mundo's last was Macho. I wouldn't be surprised if all these champs are up for reworks.
i honestly forgot nocturne even existed. I havent seen that guy in forever. Has riot even touched him after his release?
Elephants never forget..... Not yet at least.
If you hate this item
that much just delete it, don't give it the
treatment, if it doesn't fit in the game just delete it like DFG.
[sg-soraka]
they don't hate it, they just don't want it to always be the first items to rush, they want each support items (much like the lethality items) to shine in each way. For example, when they did the rework on the lethality items, they want to make sure that each of the 3 main items has a shine to each one (ghost blade for movement speed for the ganks, duskblades for extra burst damage, and the edge of night for CC problems.) showing ways to help with problems with the game, say it a talon vs a Annie, if Annie gets her stun off, your dead, would it be better if you get duskblade for damage or edge of night for nullifying her stun making it easier to kill her. edge of night will shine better since you can stop her stun and kill her.
what happened to the change on PBE where Evelynns passive doesn't get reset by minions. why did they not go through with the change? its so annoying to gank and then have a minion auto follow you as you leave and break your demon shade. Riot please
PBE changes are tentative, sometimes they come through, sometimes they don't and sometimes they take longer than 2 weeks to work through. It's possible that the new changes weren't working and they needed a couple more weeks to fix it. Also maybe some of the problems were just a result of the learning curve on her new kit and the buffs that it looked like she needed actually overpowered her.
Where are the
and
nerfs?
i don't think xayah is op... twitch on the other hand
Don't get me started... I can't even safely recall behind my turret if there's a Twitch nearby*[slayer-jinx-unamused]*
i dont like the galio changes. reducing his damage so that you have to get ap if you want to do moderate damage, which means your missing out on tanky items that are important.
could just get roa and be done with ap building
less based damage so make sure you get some more ap. You would now need more armor than before since he only gets half of the armor which is a huge change (which is good tbh since they build him to fight against mages and AP champions)
Yeaaah, Galio is busted as hell now, I wouldn't complain. Having Mordekaiser grade damage with his amount of CC is just BULL https://www.youtube.com/watch?v=gmrRWISURUI
