Happy Holidays! This B-side patch brings one more round of balance changes before the end of the year! Most of the changes will be simpler buffs or nerfs, making a champ or system stronger or weaker without significantly changing decision making.

Other than those, we have some follow-up work on Drakes and Dragon Souls and an adjustment in Lethality items. We're also adding the link to the patch schedule for 2020, so you know where to go if you have any questions about when a patch is dropping in the new year.

Champions

Alistar

Rounding up some base stats. Passive heal increased.

Alistar is feeling a bit weak right now, so doing the ol' rounding up of stats and giving him some more sustain in lane.

Aphelios

Calibrum mark bugfixed; marked damage ratio decreased. Infernum R damage ratio and explosion radius decreased.

This went out yesterday in a mid-patch update, but we wanted to include it here ICYMI! We're still giving Aphelios time to settle in before deciding on any bigger changes, but it's clear that some things landed a little too strong. In particular, his Infernum-empowered ultimate is too easily attainable (and a bit too strong when attained!) and Calibrum-empowered marks are a bit too punishing for how reliable they can be. We're going to pull back on those for now.

Calibrum, the Sniper Rifle

BUGFIX Attacks that consume Calibrum marks no longer apply on-hit effects an additional time

R - Moonlight Vigil

Ezreal

Q attack damage ratio increased.

Increasing Ezreal's poke damage from abilities in the midgame, due to a loss of resources from Kleptomancy's removal. We wanted to target something that resonates with his ability-flinging identity.

Q - Mystic Shot

DAMAGE RATIO 1.1 attack damage 1.2 attack damage

Garen

E spin damage increased.

We're partially reverting the nerfs to AS Garen from 9.24 as they were a bit large for what we wanted to accomplish.

E - Judgment

Gnar

Q damage ratio increased. W base damage increased later.

We have some room to buff Gnar, especially since he's not stomping around as much as he used to in pro play.

Q - Boulder Toss

Graves

E cooldown decreased.

We've buffed Graves' stats in various ways over the past year, but he never landed exactly in the way we wanted him to. Pushing it a little further and targeting his mobility, reloading cadence, and ability to stack True Grit all in one change.

E - Quickdraw

COOLDOWN 18/17/16/15/14 seconds 16/15/14/13/12 seconds

Heimerdinger

W base damage decreased. Empowered E damage decreased.

Currently, Heimerdinger is too strong in lane and at powering through his enemies. This nerf should give him more options when deciding which ability to use with R by decreasing the automatic assumption to just prioritize E.

W - Hextech Micro-Rockets

BASE DAMAGE 60/90/120/150/180 (108/162/216/270/324 total) 50/80/110/140/170 (90/144/198/252/306 total)

Empowered E - CH-3X Lightning Grenade

DAMAGE 150/250/350 (+0.75 ability power) 100/200/300 (+0.6 ability power)

Shaco

E damage ratio decreased; cost flattened.

Shaco is overperforming across the board in all his roles (AD jungler, AP jungler, AP support). Looking to bring him down a bit.

E - Two-Shiv Poison

DAMAGE 70-170 (+0.8 bonus attack damage) (+0.6 ability power) 70-170 (+0.7 bonus attack damage) (+0.55 ability power)

Elder Dragon and Drakes

We're following up with some nerfs to Dragon Souls across the board and bringing them down to better match the strength of the Cloud Soul. The base buffs you get for killing Drakes are also weakened so that we don't have to go as strong on the nerfs to the Souls. In general, we like where the Drakes and Souls are, but they all just need to be toned down a bit and brought into line with each other.

Lethality

Lethality users have been struggling a bit after the loss of Headhunter. We want to make sure their itemization still feels good, especially now that there are more options. In particular, Edge of Night has been a little weak and this should give it the oomph that it needs. (While the changes are definitely live, you may notice that the tooltip for the items in both the Shop and inventory are not updated in this patch)

Bugfixes

  • Aphelios' Q - Moonshot no longer applies on-hit effects
  • Kindred's VO now properly plays when she casts R - Lamb's Respite
  • Corrected Karma's Mantra-empowered Q - Inner Flame's tooltip to its actual value (60%)
  • Qiyana's Q - Edge of Ixtal/Elemental Wrath range indicator now displays the intended range when she hasn't gathered any Elements and "Enable Line Missile" is disabled
  • Illaoi's E - Test of Spirit can no longer pull spirits of targets protected by Morgana's E - Black Shield
  • Using an Oracle Lens as Evelynn will not break her camouflage from Passive - Demon Shade
  • Enemies that walk over an empowered Sapling will no longer gain vision of Maokai

I know Ya'll are going on Holiday Break (which reminds me, Hope you guys have a Merry Christmas/Happy New Year), but is anyone going to address the issues with the Client?

It's becoming quite a frequent problem as More & More players are noticing something is definitely wrong with the Client. There are times on my end where I will have a perfect connection to the internet, yet the client will Lag so severely that it will become unresponsive (One time it flat out refused to let me play as it would lag out after pressing 'Accept Match' during Queue). There's also a bug at the Post-Game Screen that I have noticed where as soon as you join the post-game lobby, it will say that all players (including myself) have left the lobby. Other players have stated that the Friends list is also bugged as well.

I'm not expecting the Client to be fixed overnight, but I don't think I've seen any official responses from anyone so far since all this trouble started. I would most definitely enjoy seeing the actual client getting some huge bug fixes. Honestly there is something wrong with it, on several occasions for most of the people I play with, the client will freeze and nothing will respond. Usernames will display being in game whilst they arent in game, client breaking and not opening the actual game and being stuck in loading screen etc.

How detatched are you guys from the game that you think AD Shaco needs to be nerfed, by all means nerf AP Shaco! But AD is actually in quite a rough spot atm, for sure heavily underperforming compared to AP.

The community hates me for telling the truth, but I’ll say it as many times as need be. Riots balance team......what in the entire world were you thinking when making Aphelios? I shouldn’t be struggling as a JUNGLER to take an adc down at close corners when my bot and the enemy bot are on par with each other. I also should be expecting an adc WITH 5 GUNS TO be DECENTLY weaker than normal since he can use each weapon and ability to his advantage more than any normal champion. When slightly ahead in game he does about 1/3rd of my HEALTH in a single shot. I’m not sure if that’s an ability or basic attack but either way that’s just not balanced in my opinion. Don’t even get me started on how scared I am for Sett. At this point, top is a mess and broken champions need to be scaled down to normal champions. After the Morde rework incident i will forever be on edge with new champions no matter how “balanced” you claim them to be. My advice for you Riot? Make the game balanced so I don’t regret spending, and possibly don’t think about quitting the game.

As a gnar player I am super excited to see mega gnar do a bit more damage. I'm actually surprised with the balancing on these last couple of patches. I just wish they could do something about the adcs we dont get to see that often in the lower elos specifically kogmaw and kalista and maybe twitch

As an Udyr jg main I disagree that lethality needs buffed. As a melee champ with no gap closer (esp. after jg nerfs), about the only option we have anymore to even 1v1 is a serious outplay or bush cheese. We are so reliant on our laners it's almost not even a fun role anymore (in fact, I would say that the only reason I still play jg is that it is the only place where I feel comfortable, because it's the only role where I have experience). In s7, it was quite possible for me to carry games as Udyr jg - when I was just learning the champ. I now have 2.5 million XP on him, and I can't remember the last time I "carried" a game. I can go Cinderhulk straight into Frozen Heart + ninja tabi, have no damage in an effort to be tanky, yet get 100-0 in all of a second by a 2 kill Talon or Zed with one completed item and a second dirk, with zero outplay potential. I feel the same about items like void staff. You shouldn't be able to buy ONE item (a damage item no less) that SIGNIFICANTLY negates ALL the items I bought, that I sacrificed damage to get. And you certainly shouldn't still be practically one-shotting me every time I get within sight of you, because my laner fed you two kills before I could finish my third camp + items and ranged champs are already all working to be not in my favor. Every champ has CC, damage, goes into a wall, into the ground, into your body, gets a shield, and heals on like every damn ability. Udyr gets a tiger dot. He can run fast for a couple seconds, he can produce a small shield. I'm not saying make Udyr stronger. But maybe buff more items for melee champs, or nerf items when used against melee champs. Something.

Does the static shyv slow now? Because everyone ive fought with an energized item seems to slow for some reason but it isnt stated on the item. Also their runes didnt have anything that could slow so im a little confused.
