Patch 9.22 notes

Riot··10 votes·166,907 views

We're finally one patch away from preseason AND I CAN STOP SAYING "IT'S ALMOST TIME FOR PRESEASON." If you're struggling to get to Gold like I am, let this also be a warning that you only have this last patch to get there, so good luck!

Meanwhile, URF ends in 5 days! That's right, 5 (if you include today)! If you missed the announcement on the Mid-Patch Updates in 9.21, we're extending the duration of the game mode for 1 more day. So get your cannon on until November 9, 2019 7:00PM PT.

The bugfixes that we worked on with you during the 10-year anniversary are also going live this patch! You can read about them at the very bottom in its respective section.

Champions

Senna

The Redeemer

Senna escapes from the lantern on November 10!

High-res versions of Senna's splash arts are available on League Displays!

Ashe

W cost increased.

We're nerfing Ashe's early game harass so she feels a little more compelled to capitalize on the slow rather than throwing it out mostly for harass damage.

W - Volley

COST 50 mana ⇒ 70 mana

Blitzcrank

Q base damage decreased.

Blitzcrank is still a bit too strong after his recent changes, so we're giving him a light touch to get him to the state we envisioned for him.

Q - Rocket Grab

BASE DAMAGE 80/135/190/245/300 ⇒ 70/120/170/220/270

Ivern

Q bugfixes.

These bugfixes went live in 9.21, but we're noting them here for anyone who may have missed them!

Q - Rootcaller

LEAVE ROOM FOR DAISY Ivern will now always dash into melee range of the target
THREE'S A CROWD Fixed a bug where Ivern would land inside some jungle camps when dashing with his Q
ABRA-KADABRA-ALAKAZAM Fixed a bug where allies would teleport to unexpected locations when Ivern would dash to a rooted target

Kai'Sa

Q missile damage after first hit decreased.

With this one change, we're hitting two birds with one stone. We're weakening Kai'Sa's late game isolated burst damage and bolstering her opponent's ability to push her away from minion waves in lane.

Q - Icathian Rain

NON-MINION MULTI-HIT MISSILE DAMAGE 30% ⇒ 25%

Kalista

W mark duration and bonus damage on marked targets increased.

While we've historically hesitated to put power into Kalista's proc damage due to high limits in team coordination in solo play, we're taking a different direction here and making the proc easier to access and amping the damage. We're hoping this will make it better value for her at all levels of play, and help with the perception that there should be no points in it at all.

W - Sentinel

BONUS DAMAGE ON MARKED TARGETS 5/7.5/10/12.5/15% of target's maximum health ⇒ 10/12/14/16/18% of target's maximum health
MARK DURATION 3 seconds ⇒ 4 seconds

Kayle

Q base damage decreased. W cost increased.

Decreasing Kayle's laning power so she's more vulnerable early and so it takes a bit longer before she starts bullying people around.

Q - Radiant Blast

BASE DAMAGE 70/115/160/205/250 ⇒ 60/100/140/180/220

W - Celestial Blessing

COST 60/70/80/90/100 mana ⇒ 70/80/90/100/110 mana

Malphite

R AP ratio decreased.

We think Malphite's tank builds are in a good place, but AP Rock can be really frustrating to play against due to the low options of counterplay against it. So we're nerfing that specific aspect of his kit.

R - Unstoppable Force

RATIO 1.0 ability power ⇒ 0.8 ability power

Nautilus

R primary target base damage decreased.

Nautilus is too strong in all games, regardless of level, but we're focusing the nerf this patch on the damage that is more dependent on coordination.

R - Depth Charge

PRIMARY TARGET BASE DAMAGE 200/325/450 ⇒ 150/275/400

Pantheon

Q minion damage reduction increased; execute threshold decreased. W increased dash speed from boots removed.

Pantheon persists as an overly strong (and banned) champion, especially in higher ranked games. We're making some changes to the parts of his kit that mostly impact players in those games, mainly targeting his consistent damage and wave clear.

Q - Comet Spear

MINION DAMAGE REDUCTION 20% ⇒ 30%
EXECUTE THRESHOLD 25% of target's maximum health ⇒ 20% of target's maximum health

W - Shield Vault

removedNO LONGER WALKING ALL OVER YOU Pantheon's dash speed is no longer increased from boots

Sejuani

Base AD, health regen growth, and AS growth increased. Q damage increased later. E bugfix.

Helping Sejuani boar down on enemies and rewarding her for getting into the thick of the fight.

Base Stats

ATTACK DAMAGE 64 ⇒ 66
HEALTH REGEN GROWTH 0.85 ⇒ 1
ATTACK SPEED GROWTH 3% ⇒ 3.5%

Q - Arctic Assault

DAMAGE 80/120/160/200/240 (+0.4 ability power) ⇒ 80/130/180/230/280 (+0.6 ability power)

E - Permafrost

BUGFIX Passive now properly resets its debuff duration when reapplying at max stacks

Sylas

Base health regen and magic resist increased; health regen growth decreased. W cost decreased.

We recently did some work to begin addressing the difference between Sylas' power level in pro versus solo queue. His overall power level dropped as a result, so we're giving him some general strength. However, we don't think we've entirely solved the issue, so we'll be continuing that work in the near future.

Base Stats

HEALTH REGEN 7 ⇒ 9
HEALTH REGEN GROWTH 1 ⇒ 0.9
MAGIC RESIST 36.1 ⇒ 39

W - Kingslayer

COST 50/55/60/65/70 mana ⇒ 40/45/50/55/60 mana

Xayah

W bonus attack speed decreased.

Nerfing Xayah's hypercarry DPS potential.

W - Deadly Plumage

BONUS ATTACK SPEED 40/47.5/55/62.5/70% ⇒ 35/40/45/50/55%

Bugfixes

  • If her target dies before Caitlyn's Energized (via items like Rapid Firecannon and Statikk Shiv) Passive - Headshot hits them, Caitlyn will no longer be damaged in their stead
  • Ornn's second R - Call of the Forge God activation now properly knocks up enemies close to it
  • Gangplank's E - Powder Keg's barrels no longer trigger Teemo's R - Noxious Trap's shrooms
  • Game invites will no longer disappear if the game owner changes modes
  • Fizz's Q - Urchin Strike now properly breaks spell shields

  • Rek'Sai's R - Void Rush refund now properly and consistently works when enemy champions die during the cast and dash of the ability
  • Syndra's R - Unleashed Power HUD icon now properly shows how many Dark Spheres are available to use on cast
  • Nidalee's Q - Takedown's empowered basic attacks now properly deals damage to traps
  • When Sion casts R - Unstoppable Onslaught out of its range, the ability will now properly cast immediately instead of after he walks into cast range
  • When Q - Twin Bite is on cooldown, Shyvana's basic attacks on structures now properly reduce the ability's cooldown
  • Rift Herald's summon trinket now properly has the 1 second lockout period that all trinkets have to prevent accidental usage

Please bring back tribunal. Help fix the social aspect of league trolling and inting.

TheHappyReaperz38 votes

I really don't see how a community council will deal with trolls and toxicity, when that makes up the community.

xox BaByDoLL xox17 votes

Spot on. The community would let racist and homophobic slurs slide non-stop....."FOR THE LULS BRUH!" So yeah, no. I'm glad it's Riot doing it because at least I know if someone finds it necessary to spam the n-word all game, that they'll get instantly suspended for two weeks, or even permabanned if it's their 2nd or 3rd offense, if i report them. With a community council they'd get nothing, or a slap on the wrist over and over and over again.

King Ducats124 votes

I'm gonna call bullshit on this right here. I have reported people for being racist in game, and I have kept tabs on them and they have been playing non stop since the report. I have also sent screen shots to Riot and Riot Support on twitter, and yet they are still there. Meanwhile, when the Tribunal was up, I was constantly getting feedback from all the people that I had helped get banned. We have to police ourselves, because the people that should be policing the community are more or less not doing their job all the time.

Fella Air56 votes

Same. I remember a garen who spammed N word all game in ally and all chat for literally no reason and me and my duo both reported him and nothing happened. Riot likes to talk a big game about how they're against hate speech, but they don't actually practice it at all.

Anidan25 votes

We say that, but I guess we forget how ineffective Tribunal was. People would often go unpunished for months due to lack of player participation creating an enormous backlog, especially toward the end of its lifespan. Rewards were also tied to the system, so people who didn't give a crap but wanted the quick rewards would go into Tribunal and spam "Pardon/Punish" just for the rewards without caring about the context of the game or the chat logs.

Unless they rework the system from the ground up, it'd just be removed in short order again regardless of how good people think it was while it's not here. It was removed for a reason, a list of them in fact.

Tribunal only slowed down after it removed rewards and removed the button from the home page of the site. Riot basically relegated the feature to die removing the incentive and hiding it from newer players who weren't aware of it.

The reward system was a problem, since you could meet the minimum accuracy by just spamming "Punish" each time. There was no effort to thwart this other than removing reward incentive. They didn't track how much time was spent on the page, they didn't track actions being used to filter through games, they never put reports through that were meant to be Pardoned to check if people were paying attention, they went straight at the incentive system instead of making an effort to pull out the bad actors.

Removing incentive from anything through is a garbage idea. I know Twisted Treeline and Dominion have been failing before they got removed, but intentionally excluding them from events basically punishes people who like the mode. When your time can be spent doing something that will reward you vs something that gives you nothing, why would you do the latter unless you really, really loved it?

Really the thing isn't perfect but acting like its a failure just because of the concept is incredibly dishonest and the people who talk about how Tribunal failed rarely put into context how Riot effectively buried the thing.

Stexe43 votes

The Tribunal actually look the situation into effect. If 4 players were trolling you, harassing you, and feeding then people could see it. The automated system doesn't do that and Player Support doesn't care. They only care what you did. You can literally be chat restricted for essentially nothing.

One Player Support person said that in 3+ years of working at Riot they had not ONCE reverted an automated chat restriction. You'd think there would definitely be false positives in 3+ years...

InsanityIsBliss20 votes

I agree with this. The automated system bans people for saying a cuss word. It can be as harmless as "Shit". if someone is trolling and reports you. The automated system doesn't read convos. It scans for keywords and bans. I have been victim of this. When I was banned for calling someone annoying. That person reported me and the automated system sent a chat dialogue of what was said. The only thing in that dialogue was calling a player annoying. Then muting them. It resulted in a 10 game chat ban.

Mecha Hítler13 votes

I’ve seen friends be banned for some truly pointless comments. I’ve also seen players that have done far worse escape with no punishment. My friend has been banned for saying and I quote “you’re living in a different reality if you think Renekton is OP” I’ve been banned for telling a Zoe who was legit intentionally feeding to “shut up and play the game instead of whining in all chat”. Frankly I really don’t care about words in a game that’s what the mute function is for. Outside of racial and homophobic slurs people shouldn’t be banned for things they say. Too often people abuse reports to ban people that they want banned because they lost in lane. The fact of the matter is the current system doesn’t work and is pseudo random in how it operates.

Tomoe Gozen9 votes

Only people who haven't actually participated in the Tribunal, don't know why Riot never brought it back. I've had the report accuracy of 98% and i've been there judging games on a daily basis, up to my daily limit imposed by the Tribunal itself. At one point, i've taken notice that started judging reports that were months old, which means that there existed a bottleneck where there wasn't enough people doing the work or people just spammed reports left and right and there wasn't enough people to keep up the pace.

All in all, many people literally never bothered doing this when Riot axed the IP rewards per correct case because people were just pressing "Punish" in order to expedite the free IP process and were correct the majority of the time because everyone else did the same.

The Tribunal wasn't accurate and letting others police themselves had very big downsides. That's why it was replaced by an automated system that can keep up pace with the reports and remain consistent in the verdicts.

That being said, if the system is struggling to catch some cases of "under the radar" griefing, these cases can easily be sent to the players via the trimmed down Tribunal and left for the masses to judge - according to their language and all. This feedback can then be used to train the system to better recognize these griefing attempts.

Tokishi145 votes

probably because unlike the blitzcrank bot, we can tell that a person who is 0/15 over 10 games isn't just having a bad game, but is indeed just running it down

Awesomepenguin3 votes

i mean the tribunal never really got to see someone's match history and only dealt with what was said in the chat logs

AdWReaper283 votes

Yes but you have ways to see there match history and if they are trolling or playing with the same people as well. there are many ways to tell if a player needs a ban now days. the reporting systems does not work that well. plus you can down load a game and watch it as well.

Famous Gay Actor7 votes

That's a lot of work on Riot's end to re-invent the Tribunal and somehow I see it working out long term for the game to have a system that allows the community to help police the apes for a meager BE reward or some RP - honestly I think if Riot rewarded players with like 40RP per case and they can only take on a maximum of 20 cases per patch (5 max per day), that would be good. They'd probably gate it behind honor levels to prevent people using the system vengefully.

lob5ter38 votes

Hi riot, this is a nice patch and i cannot wait for the new season. However, the honnor system needs a major update. I keep getting harassed by racist people. It is very frustrating that my reports do not matter considering the verbal abuse that i get. I hope riot would support victims a lot more to provide a hate-free environnement. Lets end racism together. Fk twelve

Riot, I don’t like how ur marketing things now. Don’t act like I don’t see it. Slowly but surely ur making patch notes, champion themes, and other things mix up with ur new skin releases to entice players to spend money. You can especially see it with the Pantheon and Senna champion theme. I didn’t come to comment on how Riots doing such a good job. I came here to critique Riot so they can do better.

BlackTecno10 votes

No shit they're trying to get people to spend money, they're trying to make money on a game they give to people for free. Do you even understand the costs of running this giant called League of Legends? All the people who work on this game to keep servers stable, to have content rolled, etc? Learn some respect for the people who are giving you this service.

Average Kayn3 votes

Respect? They have a bunch of brain dead whales spending money for them already. And this type of marketing isn’t going to help them either. It’s just annoying and makes patch notes seem less professional and worked on. Might as well post a demacia meme at the start of the patch notes, meanwhile they suddenly say in the patch notes they are buffing illaoi.

2 small nerfs to the 2 S tier adcs in the game. Yeah definitely gutted

Rito Alex7 votes

S tier wtf. Kai got 48 % win rate, and xayah also 48 %. And btw did u see preseason. If u dont play self peeling adc, u are trolling, bc u just gonna die.

Cínder39 votes

Yes. They are S tier adc's. Their play rate is still some of the highest though and they have skill checks in their kits/playstyles that unfortunately not all adc players who are using them utilize properly. Win rate is not an end-all-be-all indication of a good or bad champion.

Flashes3 votes

To be fair, Kai'sa might drop to A+ tier, and Xayah as well.
