Greetings Tacticians!

Welcome back to patch 9.24, the B-side this time. In addition to the standard balance changes, this patch is headlined by a change to how 3-Star scaling works. We're shifting the power increase from health and attack damage to ability scaling.

Star Scaling

3-Star units have been an issue to balance because of the rigid way they scale (doubling their Health and Attack Damage). By removing that formula, we'll be able to put that power elsewhere, such as ability scaling. It’s also nice to just make star scaling have the same rule for 2-Star and 3-Star.
  • 3-Star scaling Health & Attack Damage from 2-star values: 2x ⇒ 1.8x
  • (Ex. Ivern HP 600/1080/2160 ⇒ 600/1080/1944)

Balance

Inferno, Electric, and Shadow

We’re happy with the Inferno changes but the (6) and (9) still aren’t hitting the power level we’d like to make them competitive, so we’re giving them another bump. We also overshot the power level of Electric a bit, so we’re undoing that (though electric 2 will still be slightly above 9.23 numbers). Finally we’re happy with where Shadow has landed, but (3) Shadow is a bit too easy to put into many comps, so we’re bringing its power down.
  • (3) Shadow Bonus Damage: 70% ⇒ 60%
  • Electric Damage: 100/300/500 ⇒ 80/250/500
  • Inferno Damage: 70%/120%/180% ⇒ 70%/140%/210%

Assassins

Phantom Dancer's rework has jumped up the Assassin power level. This was expected, but has led to a lack of counter options due to their movement pattern. Because of this, we’re going to be removing a lot of power from Assassins. They’re currently best DPS and have free backline access, which is a bit too much.
  • Assassin (3): 75% Crit Damage/10% Crit Chance ⇒ 50% Crit Damage & 10% Crit Chance
  • Nocturne Ability Heal: 40%/60%/80% ⇒ 40%/45%/50%
  • Zed Attack Damage: 80 ⇒ 70
  • Zed Armor: 30 ⇒ 25

Balancing the newcomers

Senna and Amumu are pretty close to where we want them, just need a few small adjustments.
  • Senna Ability Bonus Magic Damage: 25/45/75 ⇒ 15/30/55
  • Amumu Starting/Total Mana: 50/150 ⇒ 50/125
  • Amumu Ability Range: 2/3/4 ⇒ 3/3/3

Rangers

We went conservative on the Ranger buffs for 9.24, as we were worried about over buffing them. We’re seeing some very light ranger play, but overall the champions still feel pretty underwhelming, especially in the Tier 4's so we’re bringing them up to more appropriate power levels.
  • Ashe Ability Attack Damage (per arrow): 25%/30%/35% ⇒ 30%/35%/40%
  • Twitch Attack Damage: 60 ⇒ 65
  • Twitch Starting/Total Mana: 0/90 ⇒ 0/70

General Changes

We’re hitting a few of the champions that are overpowered for their cost, trait power, and general utility. Zyra’s ability is far too strong for a Tier 1. Rek’sai is a bit on the high end stat-wise while having such a powerful ability, so we’re pulling some power out from her base stats. Finally, Brand's ability is doing appropriate damage, but it's taking him too long to cast.
  • Zyra Ability Damage: 70/80/90 ⇒ 55/65/75
  • Rek’Sai Attack Damage: 65 ⇒ 60
  • Brand Starting/Total Mana: 0/90 ⇒ 0/80

Hush and Swordbreaker

We’ve seen a large rise in Hush and Swordbreaker usage, which is causing a bit too much of the “I don’t get to play” effect that we’re not really comfortable with, so we’re lowering their proc rates.
  • Hush Proc Chance: 33% ⇒ 25%
  • Swordbreaker Proc Chance: 33% ⇒ 25%

What about Lucian? His ability to do tons of damage seems just a tad unstoppable, especially when Senna has a GA.

  • His ult costs only 50 mana
  • His ult applies on-hit effects
  • He dashes to keep his ult hitting a target. Any one of these things is pretty dang powerful, but all three?

Please just not allow soulbound users to use abilities when in ghost form. It's clearly abusing a trait when people send lucian to die in the frontline, just so he doesn't get cc'd during his ults. Isn't soulbound thematically supposed to be romantic with working together in death, not sending one half the pair to die just so he gets an advantage.

I guess proper glacial nerfs would be too big a change for these micro patches. Kind of surprised to see Zed get a damage nerf, since he's mostly used for his ability to copy items.

(1) Zed nurfed (Assassin nurf + Zed att/def nurf + electric nurf)

  • it literally nurfed everything about Zed.

(2) Zyra - she was indeed tier S of 1 cost unit... 3 star item 3165 Zyra along with other items such as item 3089 or magecap with mage comp was too overpowered... considering the fact that it only takes 9 gold to make her (with 4-8 hyper rolling)

Why not change Hush and Swordbreaker to not be so binary? Something like "deal 50% reduced damage" or something? Hush isn't as bad as pure silence, but still can be a bit oppressive. Would rather have higher chance for a weaker effect than a lower chance for a super strong effect. The amount of variance is the problem. Either you do super well or just fail depending on the proc success now. Much less in favor of the binary "feast or famine" than "strategizing around what is good and useful for your situation."

But Glacial and Olaf are fine? This is a great nerf for those two items, but Olaf/Glacial has the exact same problem, 2 Glacial can feel like 100% stun chance.

No nerfs to Lucian? You need to remove the dash in his ult, it makes it nearly impossible to position against him. It is an overloaded ability. Applies on-hit effect, has a dash, deals a ton of damage even at 1 cost. Plus he has such a low mana cost he gets it up every couple of auto's.

Rek'sai nerfs don't even touch what makes her so powerful.

Everything else here is pretty good though, Im really happy with the direction you are taking with these buffs/nerfs. I think Zed might need a few more taps, but because he is a 5 cost, its important he still feels powerful.

I heard item stacking was going to be patched. Right now, you can have two Rage Blades that get you to 5.00 attack speed very quick and it's ridiculous.

Zyra was indeed too overpowered especially with the inferno bug which was fixed recently... now it's time to get down from the throne that you do not deserve.

However, nurfing Zed three times (electric comp nurf + assassin nurf + Zed's attack and defense nurf) is pretty sad since it's not as easy as it sounds to make 2 star Zed since there are only pool of 10 of them in the entire game... so now less people might rush to level 8 to take those limited number of champions before others take them.

I think it was a fair trade that Zed was a bit overpowered since high return is a sound result of being high risk to earn.

Surprised on how hard you hit Noc. I knew you were going to nerf him, but I figured you'd go for something like 40/50/60 from the 40/60/80 ... but damn was that a huge hit.

Mages feel a bit overtuned especially mages like viegar who can double one shot multiple units later. Have you considered looking into ways to balance them out more so that 6 mage comps don't just instantly demolish teams once they get a couple mana items?

and then there's Senna and Lucian...

Riot still igore the over powering of Predator + Cystal + Poison, and now they buff it more by buffing those two rangers without nerfing Predator.
