I feel like on of the things Riot uses to determine what appears on the weekly skin sale is if a champ has a new skin hitting the public servers soon, Death Blossom Elise, when Blood Moon Elise is on it's way. This way they get 2 skin purchases instead of one. Here's a sample scenario "OMG, Death Blossom Elise is on sale!! She's my fave champ!!" Later "OMG, Blood Moon Elise, but I just bought Death Blossom. :( I didn't pay full price for Death Blossom though, so getting Blood Moon wouldn't be as much of a hit"
