Will he be available for testing on the PBE today?

After playing around in a custom game with just myself and bots I have to say it was a lot of fun. I don't mean that his kit made me feel all powerful or even useful (I went mid with full AP to see how damaging he can be) but just racing around collecting the Meeps felt like I was playing a fantasy game. The sound effects with the music just fit so well. I will add that I was using the launch skin so I don't know if that only applies to that or if the default skin is the same. Either way I know one of my friends will absolutely love him.
