Adele Fan7 votesThe title is misleading that "early" has nothing to do with February, it's to do with the skin release date. Normally a new released skins don't go up for sales for a year or so but this early sale will allow us to purchase the skins at 25% off within few months.

Introducing the early sale! A year or more is a long time to wait for a deal, so we are adding a monthly sale featuring skins of all tiers. We also want players to have a chance to get a deal on skins of any tier, which conflicts with the fact that we previously didn’t discount legendary skins (1820s). So we're making future Legendary skins eligible for the early sale (previously released 1820s won’t be going on sale though). This’ll be the only time Legendary and Ultimate skins will be purchasable at a direct discount.

In brief, they do. Just not 50% off, unless Riot wants to, but according to that article "This’ll be the only time Legendary and Ultimate skins will be purchasable at a direct discount."

I recently bought Project Leona yesterday, not knowing about how early sales work. If only I knew, I would have waited, and I would have been able to buy the skin at a discounted price.
My question for Riot, is it possible for me to get a partial refund? Or does it not count?

PWN Forever4 votesDragon Trainer Tristana will go on sale at some point during the summer. Riot explained in their post on early sales last fall that all Legendaries released after DTT will go on early sales but Riot Mulligan also noted that DTT will have a sale 4-6 months after her release.
