It's because Arclight Varus. It made more sense to make it a line of skins saying Vel'Koz has the same theme/colors in this skin as Varus has in his Arclight skin.

They still could have called it Arbiter Vel'Koz, and people could still say it was relayed to the Acrlight skins. Its like how Mecha Kha'Zix was considered related to the Battlecast skins before the other 2 Mecha skins were released
