All of the new champs are eventually featured, but that doesn't mean they're always featured 2-3 rotations after they're released. However, RekSai will prob be free2play next week.

K lemme try my hand at this. Blitzcrank 30% more missed trollcranks. Ezreal 10% more people jealous of pulsefire skin. Kassadin 5% less deaths from mages. Maokai 30% more tree people wishing zyra was free for the tree team. Rammus 20% more map roaming than you should be doing. Sejuani 80% more baton twirling. Thresh 700% more missed hooks (of which I will be the outlier causing the discrepancy) Vayne 1000% more people instalocking my main. Veigar a small % more short jokes. Zed 75% more failed attempts to get that penta.
