Welp, I basically main both of them, they are both really fun. Vel'koz is a lot of fun to land combos on people with, and talon is fun to assassinate AD carries with. Basically it depends on your play style. If you enjoy long range mages and epic lasers, then Vel'koz is your thing. If you enjoy high-risk-high reward diving assassinations then Talon is your man. You could also get both, as Talon is good against the mids that counter Vel'koz, and Vel'koz is good against the mids that counter Talon.
