Why aren't the 3 new Snowdown skins available for gifting?

Yes, I checked that my friend has Sejuani because I can gift him the other skins. The same goes for Orianna and Malzahar.

Edit: Neither the ward skins nor the new summoner poros are available. :/ Probably the gifting center just needs a little bit more time.

So, to get the icon do I have to be using one of the new skins or any xmas related skin in the past? Sounds like it's this year snowdown specific.

The malzahar, orianna, sejuani skins right?
