They're legacy, so they're in the vault. They only show up on rare occasion for special events. You can still get them in mystery gifts and Hextech though.

they're legacy skins... You can only unlock them via Hextech chests or wait for them to go back on sale (happy elf does this during snowdown each year) but I got badger through hextech (I have all teemo skins :3 he is my main <3 teemo)

Is Riot planning to never add this to PBE? I personally would really like to have it in there, as I enjoy playing in the PBE more often and enjoy being part of the experimentation to offer feedback. Being able to play what might just be the best Teemo skin yet on there would be fantastic too.

Oh Yay... Another Teemo Skin. Riot does know there are other champions in the game, Right? Make this Teemo's 4th? 5th? Epic Skin among the other 12 skins he has. Regardless of my gripe, This does look pretty cool. Props to the design team nonetheless.
