So Kled can swear like a drunken sailor but Graves can't have his cigar?

Does Kled's mount, Skarrl, work with percent max health Quints and seals?
"Same runes and health question," but with Kled. I feel it would be really cool for those runes to get some shine in the spotlight after an eternity of being a gloomy pick in comparison to scaling health runes.
If he's attacked in base, does he gain it back instantly, or does he only get it instantly back if he's unmounted?
Is he able to get dismounted from Skarrl from within base?
Thanks for doing the Q&A, I'm aspiring to become a game designer one day as well, and look forward to doing something like this when I do a project of my own.
