It's a rotation. They have a ordered list of champions they want to make skins for, so they start making them then check that certain champion off the list. This list is about a year and a half long, so every champion gets a new skin roughly every 18 months. The exception to this list is holiday skins (like Gnar got GM last year but also got a SD skin). Champions that are going to be reworked soon are not on that list and aren't put on it until they are reworked (like Taric didn't get a new skin until after his rework, then he got Pool Party). Expect a new Jhin skin starting mid September. He should have a new skin by next January, guaranteed.

In all honesty, you bring up a new Jhin skin. Literally like my first thought when I saw his champion reveal was that this guy needs a Stormtrooper skin. Straight up, think of all the W's and Ult shots missed!
