They don't release things right away. It is usually quite a few hours later. The patch notes also said his skin is releasing with the others tomorrow, so they may have delayed him.

all i know is it says 12/11 if 12 am comes around and its 12/12 and no aphelios ima be hella disappointed and untrusting of future releases

Some of their releases have been a bit wonky lately. So just have to wait and see. Usually they do most releases at 11AM-12PM time frame which is about an hour from now. So they may still put him out today like they originally said
