I'm really getting tired of explaining this, but since no else will, I'll do it. There are some parts of the world where depictions of tobacco use are taboo and having a character who smokes could cause issues with censorship or age restrictions. It has nothing to do with "PC police" or not wanting to encourage kids to smoke. Riot and Blizzard are just being sensitive to what different cultures find appropriate.

In the past, video games that were unacceptable for certain regions and required further censorship were only changed for that region. The best example i have of this is the Nuke quest in Fallout 3 being removed in the Japanese release.
