they decreased the level requirements If im not mistaken.

As for left over Rp, being 30 rp or what ever isn't a big deal. Unless you are a real stickler for that. Eventually you can find some way to use that "extra" Rp.

its just that that left over rp will eventually add up to an entire skin (on sale or otherwise) and you aren't going to want to blindly buy mysteries all the time.
