On Riot's official April sales schedule it is stated that "we’re not posting the exact dates for each champ and skin". The skin is going to be on sale this month for sure. The skin is just on sale on a later announced date.

grarrrg3 votesActually, most of them are complaining (this batch anyway) because they checked the "March Sales" announcement, saw something they wanted, and then thought this was the last sale of the month. It isn't.
Crimson Elite Riven, Foxfire Ahri, Headhunter Rengar and Nightraven Fiora go on sale Friday-Monday (Friday is still a "March").
