They probably just should have made Captain Fortune MF's default skin (I'm not saying "do it", I'm just saying they should have done it). Because it would have retained the "Bilgewater Beauty" look while allowing people to take her seriously because she doesn't look like a slut. Currently in the lore, she's trying to keep Bilgewater up and running, so obviously she'd have to look more imposing.
